Someone please help me!!

When I download something it used to say do you want to
open or save it. But now it doesn't say anything it just
sends the things I download somewhere and I am not sure
how to get that back. I want it back so I can direct
where I want things to go please help me get it back I
have looked everywhere and I just can't get it back.
