Users with admin access still cant run programs

Recently, each program installed from my admin access is not accessable to
other users, even though they are set up as computer administrators. In
addtiton, it appears that only my login id is capable of installing
programs. Software installed from other computer admin accounts fails.
One other related problem; when I view my system information (accessable
under "System Tools") i receive the following message:
"Can't collect information. Access denied to Windows Management
Instrumentation server on this computer. Have an administrator change your
access permissions"
Keep in mind that I am connected as a computer administrator.
Any help would be greatly appreciated.
