Most likely possibility: the target path for the icon is wrong.
Right click on the icon, go to properties, and find out what binary it was
supposed to be running. Find it on your machine and fix the path.

Maybe the binary isn't on the machine any more, in which case you'll have to
either copy it from another machine or re-install the app.

Or maybe the user you're running as doesn't have permissions to run the app.
If you can find the binary, but can't run it, check out the permissions on
the file.

If none of those help, try contacting Symantec.
