Administrator rights and Windows XP

Hello all-
I have a network set up that consists of 10 windows 98 computers 5 windows
XP computers and three windows 2000 servers. One for Exchange 2000 one as a
SQL server and one as a file server. When I setup a 98 workstation to access
the domain I have no trouble. When I setup an XP machine it is a different
story. I can get the machine to login no problem, but in order for the user
to setup programs or (silly) even try to change the time and date they need
to have administrator rights. What gives!?! I cant risk letting them have
control of the domain administrative privledges but I also dont want to have
to go and help them each time they want to add a program or change the
clock! That is completely ridiculous. I will be adding another 20-30
workstations and dont want to until I can find a "fix" for this issue. any
help would be greatly appreciated!
