For anyone remotely concerned, I have fixed this problem myself......

PROBLEM:

1. Explorer was unable to display properties of folders or multiple files.
2. The PC hung for upto 2 minutes when loading a users profile. This could
sometimes be fixed by bringing up Task Manager and manually starting
explorer.exe but didn't always work.

Both of these have been annoying me for months and despite a few postings on
here, I had never gotten them fixed and SP1 did nothing to help the
situation. Little did I know that they were related.....

SOLUTION:

Whilst trying to diagnose (again) what the problem was I remembered that the
only major change that I had made to my Windows installation was to enable
IIS. Whilst uninstalling it the removal stalled on about 2%, so I killed
the IIS process in Task Manager. Suddenly every folders properties that I
had tried to bring up since I had logged on this morning appeared. The
uninstall process then continued quite quickly and nearly completed, but XP
rebooted the PC due to an RPC termination error before it had a chance to
finish.
When the PC had rebooted I brought up the Windows installed components from
within Control Panel list to find IIS still there. I successfully removed
IIS from my system on the second attempt and can now bring up all
file/folder properties. On top of that my PC is very quick to boot up now
as well and never stalls as it did before.

As this is not a "known bug" and listed in the Knowledge Base I wonder if
this is just an isolated incident or whether it has happened to others as
well.
