System Restore not runnable by Administrator account

In Addition the following info may help.

my XP is running on a disk that is FAT32. (yes I used an
upgrade)

In the course of backing up my system to prepare to strip
it and reinstall XP. I got several notices about:

Warning: Unable to open "C:\Documents and
Settings\mare\ntuser.dat" - skipped.
Reason: The system cannot find the file specified.

Warning: Unable to open "C:\Documents and
Settings\mare\Local Settings\Application
Data\Microsoft\Windows\UsrClass.dat" - skipped.
Reason: The system cannot find the file specified.

Other symtoms of serious security system integrity include.

Inability to run the device manager without a notice that
I do not have sufficient privilages to change drivers etc.

Inability to examine security in Computer Management
utility due to insufficient privilages.

Again I'm using an administrator type account. I can even
create new users that are administrator.

Clearly there is some serious trouble here.

To add insult to injury. I'm using a TUSL2-c Asus
motherboard which developed memory problems. After several
suprise crashes of XP, and some research I found that this
board does not function well running 2 sticks of memory.
I've fixed the problem by buying 1 stick of Kingston
Memory CL3 512MB PC133.

So the file system could have become corrupt in a number
of ways. And the best I can ask is anyone have any idea
how to patch these problems short of doing a reinstall.
I've seen things like this before and the answer was to do
a dual install of winXP and copy reg files and dat files
to the damaged system.
