On your 2. the Guest account is listed in the security policy
called Deny local logon. In Pro you can remove this and Guest
can then login. I doubt that you can do the same in Home.
However, this is senseless. Guest, when it does log in locally
is a member of the Users group (unless you make a few changes
to the default settings, and, if you do make those changes then
the Guest login fails). As such there is no real advantage to
using the Guest account for local login rather than just defining
a limited Users group member account.
