Page cannot be displayed

Can anyone help me figure this out? I'm trying to access
my bank accounts web site which is secured and when I
click on the link to log on it always comes up "This page
cannot be displayed"..this has happened over the past two
days..the bank site is up and running and I have all the
default security levels for XP in tact..but just can't
get in..the techi at the bank can't figure it out
either..he said download IE again..I tried but it stops
saying I already have a newer version of IE on my
computer...Can anyone help
