Disable keyboard hotkeys?

Hi,

I've removed the Run menu from my child's limited account, as well as the
Explorer icons, but now a friend as school taught him how to use keyboard
shortcuts to open these apps.

How can I disable the native Windows keyboard shortcuts, such as "Windows
logo key + E" or "Windows logo key + R" etc. etc.

As a last resort, I could just buy a plain keyboard without those keys, but
I'd rather not go that route if there's a way to disable those keys.
