Thanks Doug,

But I cannot even get into regedit when I type it in Start/Run while I'm
logged in as Administrator.
The changes to these settings were done in gpedit.msc, I believe.
Now how do I sort that out?

While logged into the machine as an Administrator, open Regedit. Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Group Policy
Objects\LocalUser\Software\Policies\Microsoft\MMC

Note, you may have to adjust the permissions to drill down below the Group
Policy Objects sub key. Once you're at the MMC sub key, look in the right
pane for the value: RestrictToPermittedSnapins Double click this value
and set it to 0, or right click and select Delete.

Repeat the above for:

HKEY_CURRENT_USER\Software\Policies\Microsoft\MMC

You should now be able to get into the Group Policy Editor, and other snap
ins. However, the restriction may remain in place on other accounts.
