Icons on Desktop (WinXP Pro)

Hi there,
I've the following problem, i need to protect the default
icons on the desktop (the icons of "My Computer" and so
on, and others that will be created by me) from being
accidentally erased by users, simultaneously i wish to
allow the users to creat their own shortcuts on desktop.
