Adding Domain Users to local Administrator Group

Does anyone know why XP will not let me add a Domain User
to the local Administrators Group? When asked to put in a
user to the group, it will only show me users on that
workstation. Also, the system CAN be logged into by a
Domain User and is on the domain. For some reason, it
just blocks access.

I have logged onto the system as the Local Admin and the
Domain Admin and it still doesn't allow me to see ANY
Domain User Accounts.
