using nt4.0 server with mixed xp clients,&98.and poledit

I have a small network and am using NT4.0 with poledit
for the 98 client machines. I still need to use this
policy editor to run security for the 98 machines on the
network but on xp client computers it forces the policy
editor to these machines changing the desktop and making
it unsuable. Any solution?
