RUNAS / SU Very Slow

Have a very strage problem here.

I am attempting to install Microsoft patches via network login script
on WinXP Pro SP1 machines. These are 6 month old machines - P4 2 Ghz
with 512MB RAM.

If I use WinXP built-in RUNAS or SU from Win2000 resource kit, it
takes over 100 seconds for the specified command line to be executed
on the workstation.

Example, if I run the following command, it takes over 100 seconds for
the NOTEPAD window to appear after the password is entered:
RUNAS /noprofile /user:TESTXP\administrator notepad.exe

It does not matter if the user used in RUNAS/SU is a domain user or a
local machine user.

I did a search on google, but could not turn up any other reports of a
problem like this.

Note a typical logon to our network (including running network logon
script) takes around 5-10 seconds, so I don't think we have any
general network configuration issues.

How long does it typically take to process the RUNAS before the
command starts for the rest of you ?

Anyone seen anything like this before ?
