Good questions Linda.
Are you aware of the sfc command ?
It has an option that can be used to set the size of the cache.
You ask whether it is a bug for things to not be cleaned up
from within dllcache under certain circumstances. It seems
that MS does not believe that it is.
The list of files covered by SFC is, AFAIK, still fixed and
cannot be extended (or contracted). In the original SFC of
W2k this list was specified within the binary itself and the
APIs to access it were not published. I am not sure of the
present state of this, but have not heard of any change.
