Avoid change of Dialing Number

Does anybody know how to avoid the change of the dialing number in a RAS
Connection for a domain user ? I know how to prohibit changes on any
properties concerning Network Connections via Group Policy. But even if you
prohibit every option it's still possible for the user to change the dialing
number.
