Can't turn on ICF

Hi,
I really hope someone out there can help me with this...
I recently installed SP1 and after that I received
numerous error messages from Norton, Office XP and so on
to mention a few. So after giving up on trying to
uninstall the SP I decided to install WinXP again over
the old copy. Said and done, it seemed to get rid of my
problems. However, now I can't turn on my ICF. I get the
following error message:
"An error occurred while internet connection sharing was
enabled. The dependency service group failed to start."
I've tried uninstalling the sharing services and setting
up a new connection, etc. I still can't turn on the ICF.
Anyone know what could be causing my problem?
I also usually have a backup connection in the shape of a
modem connection so I wanted to set that up as well but
the option is unavaliable. I can only choose Cable
connection. I have a 56k modem installed and I know it
works but I can't use it to connect to Internet.
Help on this too? Please...
