What makes you believe that ?
The XP Explorer interface or the attrib command ?
Explorer in folder properties does not show the read-only
attribute of a folder (even though it looks like it does).
On a folder this is a 3-way switch used to apply to the
files contained in the folder, and it always ends up looking
the same after it is used.
When you cd to the dir in cmd and issue
attrib .
(notice the ".") what is it saying?
