Help! FTP Problems when using Firewall (ICF) from XP

I am having trouble running my FTP utility whenever the
ICF is enabled on the network connection. I connect via
cable modem, and cannot use the FTP when the ICF is
configured. In the "settings" window, I have the "FTP"
box checked like microsoft suggests. But, somehow, I need
more help getting it configured.
