Lost User profile and encrypted files.

Appeal for help. My PC crashed during booting the other
day and the defailt (Adam Warr) account was corrupted -
any attempts to do a system restore failed, so I created a
new account (Adam Warr II).
I have made a backup of the security settings from the
original account but cannot import them into the new
account, thus rendering some encrypted files unreadable.
Using a DOS prompt, I was able to ascertain the original
encryption key and account that was created and trace
a .dll with that key number.
Can I somehow import this into my account to access these
files or am I totally screwed?
