Okay. I need to clarify what I understand you to be
telling me. I must get to HKEY_LOCAL_MACHINE/SOFTWARE. I
do that by going to "Start>Run (type regedit)", correct?
Once there I go down the list of software and select the
one that I wish for everyone to be able to access,
correct so far? Now I right click and in the pop up
window select "permissions". A new window pops up and has
a security tab; in there I (i)highlight the use or group
that I want to grant access to and then click "add", or
(ii) highlight the user/group and go below to "Permission
for Users" and click "allow" for Full Control.

Is this correct? If not, where am I going wrong?

Sorry that I am so basic, but I'll catch on.
