I am having this problem too.
I had the XP SP1 already express installed and as a last
resort downloaded and executed the full network install.
The problem in the recovery console appeared the same.
Than I found that from the recovery console I could logon
to 1.) C:\windows without entering a password (NULL
password) which is very insecure.
I am still looking for ways to have my normal
administrator password work in the recovery console.
There is only one administrator (name = root) on this
system
