Anything you want to make private must be on a NTFS drive.
The file must also be in your profile.
You can not make a file that is not in your profile private.

You can move the files back and forth with no problems.
Consider converting other drive to NTFS:

Also please do not use ALL CAPS.
It is considered shouting on newsgroups as well as it is harder to
read.
Many people will ignore posts in ALL CAPS, with attachments or in
HTML.
