Messenger Service Spam

Lately I have been getting these pop ups out of the blue.
I have been getting this ad for diplomas and a few
others. I have dial up connection and have ran McAfee to
check for viruses. I regularly empty my internet cache
and delete cookies. I have since disabled Messenger
Services, but I would like to know how someone would guess
my ip to send this garbage.
