New Limited account cannot logon

I am using XP professional in a workgroup environmnet.
Recently I encounter some strange problem. I created some
new limited user and power user account. Limited users
were created using control Panel, user account. Power
users were created using the mmc Local user and group.
In both cases all the users can not login, either the
system reported invalid password (even when the password
was reset several times), or the user appearently had his
password logon correctly and the system was going through
login setting, after that user were throw out back to the
logon screen.
So far only new administrator created without such
problem. However it may have login password problem
sometime. Anyone can help?
