It is a definite security issue, yours.
You need to have a complete security plan.
There is no practical way Microsoft or anyone else can protect you if
you do not protect the physical computer.
Encryption can help a bit.
You need to firmly control who has Administrator access as well.
You can not leave it to Windows.
There is an old saying:
There is no security without physical security.
