The normal state for those two services if for them to
launch as the Local System account (the top radio button).
It is not abnormal for one to be disallow when trying to
directly start Remote Access Connnection Manager service.
If it is set to manual, it should be started on need.
For example, if you go and turn on the ICF firewall in
the properties of you network interface and then return
to the services display (refreshed) you will find that it
has been started.

Why? I mean what has lead you to try to start this
manually and to config it to run within a specific account?
