Add local printer (users and power users)

Hello,
I have been trying to figure out a way to allow users to
install a local printer on their machine without admin
intervention or rights. I have been able to do this with
most PnP type printers but when an older non-PnP printer
is installed (say an HP Inkjet 6xx Series) the user will
get a prompt to supply admin user id and password - even
though the OS has the drivers for this device.
On the other hand power users are able to install the non-
PnP printer only if they un-select the option for Windows
to determine the driver. They are able to select a driver
from the list but upper management finds this
unacceptable. They want this to happen automatically - no
user intervention
What I have done so far is give permissions to the
DRIVERS and SPOOLER folders in the system root\system32.
Under the local security policy Power Users and Users
were given permissions to Load and Unload Device Drivers.
Is there anything that can be done so that the user (or
power user) can add a local printer to their laptop
without having to go thru any of this?
