administrative denial

to Roger Abell or anyone who has knowledge of this special
situation..I need to deny access to all users in a windows
xp workgroup of 10 computers without using regedit of the
control panel,but allow the administrator access to the
control panel when he logs on to any of the 10 work
stations...any suggestions!
