Since the article is written in Microsoftese, perhaps you missed the
main thrust of the article? Is your XP and OEM-installed, rather that
a retail out-of-the-box-CD version? If so, RecoveryConsole ain't gonna
work like it's supposed to. The 'fix' is to download the 6 diskettes,
boot them instead of your XP CD, OR call Microsoft and pay some amount
of money for the 'fix', whatever that might be. I've seen it bandied
about that SP1 fixes that problem, but I sincerely don't believe that
it does.

also a security no-no, but convenient.
