Get ISP back on Guest A/C

Please help, been trying for 3 months.
Me Administrator want to get my favorite ISP
back onto Guest a/c the one I am using now with this email.
In the Guest control panel it is there but still won`t
re-install itself >says that "I do not have permission
see your admin to install this for you" Well I tried this.
Exactly how does the admin do this ?
Note-tried looking this Isp prodram (firewalled)
In Guest>start>run=program not found.
Please help-shouid not have taken this off in the first
