Dear Phil,

You can use the ntrights.exe tool to disable ShutDown privilege from the
guest account.

You can type the following command in Command Prompt

ntrights -u Guest -r SeShutdownPrivilege

Note: Because this tool is included in Windows 2000 Resource Kit. If you do
not have it, please open up a case to request this tool. You can submit a
