Administrator Account Restricted?

First of all, Administrator doesn't show up on the
welcome screen. How do I log on as it!? I clicked on
another one of the accounts and it said the password had
expired; it gave me a screen with the username and old
and new password fields. I replaced the username with
Administrator and gave that name new passwords; then it
attempted to log me in, but said it can't because there's
an account restriction. Huh? Administrator can do
anything. How is it restricted even from logging onto
the computer?
