Absolutely. It's an advertised advantage of the way in which current Service
Packs are shipped. Windows 2000 is also supposed to support this.
You can burn a CD that installs Windows XP _with_ service pack already
installed, and that you can use later to add drivers without having to do the
whole service pack install over again.
