Setting Mandatory Profile

I am having a problem setting mandatory profiles between
XP clients and 2000 advanced server. Create profile in
new OU and give all rights per Microsoft instructions.
When I change it to .man and assign others to read it,
I only get get partial settings. Is there somthing I am
leaving out??????

I also set policy on the OU after i have assignrd the
profile.
