This is a winsock error being returned which can happen if some software
installed their own winsock provider that failed the IPSec winsock
initialization. Most likely you are running a third-party firewall or VPN
software that installed their own winsock provider. If that's the case, only
the third-party can give a fix. In the meantime if you are not using IPSec
this error doesn't affect your computer's functionality. You can disable the
service in control panel (administrative tools -> services) if you want to
stop getting the error.
