System Restore can't protect your computer .....

I got a message that System Restore can't protect my PC
when trying to initialize this service by means of Help
and Support or by Group Policy Editor or by Registry
Editor.
I did a stupid thing trying to stop all services from
running and after that I got a new message that couldn't
start System Restore service because Remote Call Procedure
was running (RPC) and another message telling that a
remote user from network was the owner rights.

Very Weird.
