Attachments in new Outlook Express

The recently updated Outlook Express removes attachments
due to the fact that they are not considered "safe" by
the program.
In comparison, the same attachements were received with
no problems by the previous version of Outlook Express
What settings should I use to be able to receive
attachements?
How could the sender send attachments so the Outlook
considers them safe and let them through?
