Windows is unable to store my user name and password

XP should be able to hold password for some IE
applications, like .NET password, url password...etc.
However my system is unable to store any windows
password. There's no entry in "manage passwords" and
no "add" button for that window. please refer to the
attachment.
What's wrong? How to fix it?
