The "Properties" box has moved since Win2k. In XP, use the MMC-snapin via
secpol.msc. You'll see a node for "IP security" policy, make sure no IPSec
policy is assigned. (I am assuming that you don't have a domain setup---if
you do then check out the DC security policy for a similar assigment)
