XP Pro sharing to specific User Accounts

Second time of asking.

I have 3 PC's running XP Pro on a LAN. I would like to
restrict access by user accounts. I have followed all the
instructions on this subject but can not get the
restrictions I would like.

I have setup identical accounts and passwords on all
machines, removed simple sharing and set local security
options policy to classic. Have removed everyone as a
share permission and security, and given access rights to
the user accounts but when I try to get to any share I
have set permissions and security right to I get an error
saying "the drive is not accessible, you might not have
permission to use this network resource". The network is
setup as a Workgroup not a Domain.

Any help would be appriciated.
