Ctrl, Alt, Del, Del doesn't work.

The winxp pro machine is logged on as a user with LIMITED
account access. When I reboot, there isnt an
ADMINISTRATOR log-on option. CTRL, ALT, DEL, DEL doesn't
bring up a log-on window to type in the administrator
account information, nor does it work when we boot up
into safe mode. We can only log on as the user with
limited account access.
Any other ideas how to log-on as the administrator? We
know the password.
