Making Applications available to users

Hi - wonder if anyone can advise.

I've just added a HP scanner to my XP Home based machine,
but when trying to send an OCR document to Word, it fails
with an error message unless the user has administrator
rights.

HP tell me it's a Windows admin/rights issue

Can anyone tell me if I can give limited accounts to my
kids so they don't trash the system files, but still give
them access to the OCR part of the scanner (the scanner
will work with other programmes for any user, it's just
the OCR part that seems to need admin rights).

Would be very grateful for any help.
