I have a customer that I support that is in Chile and was
told that the October 13 (which is a Sunday) is the day
when DST comes into effect. With my discussions, it seems
that Chile computer users do not make use of DST when
setting their servers because they do not trust OS makers
to record the correct date/time this will occur for there
timezone.
I set it for Santiago because I wanted to understand why
they did not trust OS makers. Now I know, one day early,
nice one.

This one appears to be clearer, they indicate Saturday at
24:00, which means at the end of Saturday or just 1 second
before Sunday (if we assume their clocks go from 00:00:01
to 24:00:00).

Why is Microsoft changing to DST one day early?
Now maybe the misunderstanding is that in North America we
view midnight as the start of the day (00:00:00 to
23:59:59). Others may view midnight as the end of the day
(00:00:01 to 24:00:00). This is semantics. Most computer
OS will work in the 00:00:00 to 23:59:59 way.
Win2000 and WinXP both will change to DST 1 day early when
Timezone is set to Santiago. I am reporting this as a
fault in the timezone information. I don't live in
Santiago so it doesn't affect me directly.
Earl, do you have a link to this Decree, it would be
interesting to read the entire text.
