"Run As" option constantly appears on shortcuts

Hello all. I'm having a problem with running programs on
my PC, and I've exhausted every other source I can think
of for solutions. Every time I run a program now in XP,
it asks me which user account I want to use to run the
program. Even when I right click an icon on my desktop, I
now longer have the "open" option, it says "run as..."
I'm thinking its a problem with the way my users are set
up on the computer, but I never had this problem before,
and to the best of my knowledge, didn't change anything
on my system that could have done this. At this point,
I'm ready to uninstall XP and start again. Any ideas??
