Disabling Control Panel and Windows Explorer under specific User

hello - how can I set up a user account on my pc (XP) for
my son... whereas - he will not have access to windows
explorer (I have removed the icon - but he can get to the
directory structure via Control Panel).

Also - how can you hide or disable Control Panel - whereas
it can be opened by admin but not by a specified user.
