Windows XP security problem

I recently received a Pentium 4 1.8 ghz, 1 gb of ram,
windows xp and office xp, all the updates have been done
as well. Problem is that when I open any of my office xp
files it says "The file Blah is not available" even though
it is right on my desktop. I can open other files though,
like PageMaker files open fine on the computer and so do
Photoshop files. I tried moving the office files to
another computer and I can open the files without a
problem, but when I bring in any Office files to this
computer I can't open the file no matter what I do. Also,
when I close Word it tells me that if I want to save the
file "Normal" even if the file is named something else it
always wants to save a file named "Normal". I'm the
administrator on the computer and all the files are under
the ownership of my account. I would guess it's a problem
with the policies, but I don't want to change something
and then things start going wrong everywhere. Please help
me I've been at this for over a week and I'm seriously
confused.
