Santiago Time Zone DST information is incorrect for XP

I just tested the DST for Santiago, Chile by setting
Timezone to "(GMT-04:00) Santiago" and changing date to
2002/10/11 at 11:59. When midnight hit, DST can into
effect. This is one (1) day early!?!

What to do?
