administer Start Menu for multiple users

I am working in a business environment in which multiple
users log on to the same computer on the company network.
I am installing software and arranging program groups in
the Start Menu that I want to show up the same for all
users when they log on. I installed the software as the
Administrator, but the settings do not show up the same
when other users log on.

Is there a setting somewhere that will allow me to affect
all user settings when I make changes as the Administrator?
