Browsing in windows explorer

2 persons use my computer
One (me) has admin rights. The other is restricted.
I would like to be the only user who's able to browse the
files and folders (except those that specifically relates
to the other users acount, "x's documents") on my
computer. So I need to put some sort of password on all
folders on the root drive, but the other user should
still be able to run programs in those folders using
shortcuts in the start menu.
Is that possible and what's the easiest way to do it?
Any help will be greatly appreciated
